That just screams neglect. Why don't they do something what was his father doing giving his kid a fag in the 1st place.

His father gave him his 1st fag at age 1 and a half.
The kid has tantrums if he doesn't get 40 fags a day
The kid weighs 4 STONE!!!
He goes around on a toy trucj blowing smoke rings because he's to unfit and can't run with the other children.
Officials have offered to buy the family a car if he quits.
His father said "He looks pretty health to me
